Be upfront with the American people. ICE has two clear-cut divisions: Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO) formerly known as Office of Detention and Removal Operations (DRO). Tom, appears you represent the latter.
In a 2018 letter, “ICE Criminal Investigators Ask to Be Distanced from Detentions, Deportations.”ERO is responsible for targeting and disappearing, NOT the HSI.
Disputes between the two go back. For example, “HSI agents aren’t allowed to unionize under federal law, but the union representing ERO agents endorsed Trump’s candidacy and has been supportive of his harsh immigration policies.”
Alonzo Peña, a former ICE deputy director points out, instead of “contributing to the welfare and safety of the country, [HSI] just becoming a political pawn for this administration.”
ERO appears to make HSI the scapegoat: “HSI’s investigations have been perceived as targeting undocumented aliens, instead of the transnational criminal organizations that facilitate cross border crimes impacting our communities and national security.”
In the President’s first term, “ICE’s current acting director, Tom Homan, is a vocal supporter of Trump’s restrictive immigration measures, often using stronger language than his predecessors.”
Says Tom, undocumented immigrants “should look over your shoulder.” On the contrary Tom. It appears YOU “should look over your shoulder.” We followed the money.
Again Tom, it’s about NOT TRUSTING YOU!
“On three occasions since 2011, Homeland Security officials shifted HSI funds to other parts of ICE to cover the costs of civil immigration enforcement, including $34.5 million in 2016.” Hmm, was El Salvador’s CECOT in recent fund shift?

Response to September 11th 2001 created new government security agencies and new private contracts, all paid with the People’s Tax Dollars. Detention facilities corporate contracts go back to Bush in 2000.

“KBR, the engineering and construction subsidiary of Halliburton Co. , has been awarded a contingency contract from the Department of Homeland Security to supports its Immigration and Customs Enforcement facilities in the event of an emergency. The maximum total value of the contract is $385 million and consists of a 1-year base period with four 1-year options. KBR held the previous ICE contract from 2000 through 2005… for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities…”
One president creates the problem, and another profits by it.
But why did U.S. go from paying a home grown contractor to build detention centers in U.S. to outsource to a third world country, El Salvador? Right, $385 million v $30 million for five years is a no brainer. So, Mr. U.S. President, what happened to “Build in America”?
KBR is linked to the Manhattan Project, Middle Eastern ‘Burn Pits’ and Bush. But dirty money is an equal opportunity funder. Lyndon Johnson’s campaign was reportedly funded by KBR.
Also referred to “Burn & Loot,” KBR is named in dozens of Federal lawsuits in 2008-09 and by hundreds by Veterans sickened by the practice of operating “burn pits.
Halliburton may be familiar with all the players as its construction subsidiary Brown & Root merged with M.W. Kellogg creating, Kellogg Brown & Root (KBR). Halli, looks like you decided to part ways in 2007 after almost 50 years and tons of profits. Can’t say I blame you. Damage was done. People died or are dying.
Which begs the question? Mr. President Joe Biden, why was KBR awarded a $2 billion contract ending in 8.5 years last summer (2024) for Global Contingency Services? To “provide mission-critical support to U.S. Navy facilities around the world… growing emphasis on the Indo-Pacific region”? Sure, the two decades long China scares.
What of the sickened and dead Veterans?

Security and trust starts with Communities. Pushing POLICE to do the ‘dirty work’ of ERO? If so, you’re ‘adding insult to injury’ to a force already weighted down by internal problems. They understand pain and loss as many are slain or take their own life.
Military Officers are trained against enemy combatants, not Civilians. Soldiers swore an oath to their Constitution. NOT ERO.
ERO task force accesses multiple data, ID systems and ‘Community Programs’ to facilitate the apprehension of immigrants, legal and undocumented.
Of course the specifics are private, but their ‘training’ reportedly includes some basics in law and use of firearms. Doubt ERO got ICE Sig 320 hand me downs. By the looks of them picking up college kids, ERO adorns its faces with common masks – which Cops & ICE don’t use – not uniforms ‘packing heat.”
Police Force Academy has comprehensive YEARS of training. But ERO is said to be a 3 month crash course. Deportation Officers reportedly attempt to learn Spanish in weeks.
Recruitment and Retention numbers both in law enforcement and military have been down for the past two decades. Yet, it is standard protocol for law enforcement to disclose the names of convicts arrested or ‘MOST WANTED’ along with their “Mug Shots.’
Tom, being in law enforcement for almost 40 years I thought you knew that. Maybe in the next list of ‘mug shots’ you give the media you can reshuffle your old list and add Spanish names ERO learned.
